I still say quests shouldn't be made.
It ruins the whole point of quest taking!

There should be only a quest request like saying: "I want a quest about fighting, exploring, collecting, etc."

Thing is, that'd make more work for the staff and give less freeform quest opportunities.

That's exactly what a normal RPG should be like.
Creating your own quests is very boring and if there is a quest creation, staff has an excuse NOT to make quests in result the staff will become lazy and leave stuff to others, which is very bad managing by the way.
